Michael Hager, MPH, MA
Founder & CEOWith over 20 years of experience in public health and quality improvement, Michael Hager is the driving force behind Ready Aim Innovate. His career has spanned from working with community organizations to leading national healthcare initiatives.
Michael’s passion lie in improving the health and well-being of communities by connecting diverse groups to solve complex challenges. His leadership has been central to launching numerous successful programs, including the HIV Care Continuum Collaborative, which improved health outcomes for people with HIV.

Nathalie Abejero, MPH
Operational LeadNathalie Abejero brings over two decades of experience in healthcare and social services to Ready Aim Innovate. Her extensive work with organizations like USAID and NYC Health+Hospitals has focused on creating and implementing operational strategies that streamline healthcare delivery.
Nathalie has been instrumental in developing systems that improve care quality and patient outcomes, both in the U.S. and internationally. At RAI, she oversees operations, ensuring projects are executed efficiently and achieve the desired impact.

Jamie Shank, MPH
Change Management ExpertJamie Shank is a nationally recognized leader in clinical quality management and public health, with a special focus on social determinants of health like housing and economic mobility. With over a decade of experience, Jamie has led transformative health initiatives across the U.S., including the Kansas City TGA’s Clinical Quality Management Program.
Her work emphasizes change management, helping organizations implement sustainable improvements that address systemic health challenges. Jamie’s dedication to equity and innovation positions her as a key player in RAI’s mission to tackle health disparities through collaborative solutions.

Katrina Balovlenkov, LCSW
Community Engagement LeaderKatrina Balovlenkov, a licensed clinical social worker, is dedicated to amplifying the voices of those most affected by health disparities. Her extensive background in harm reduction and social work has equipped her to lead RAI’s community engagement efforts.
Katrina has played a pivotal role in developing needs assessments and community-driven projects, ensuring that those most impacted are at the center of policy-making discussions. Her leadership at RAI helps bridge the gap between healthcare providers and the communities they serve, fostering trust and collaboration for lasting impact.

Favio Freyre, MD
Data Analytics and AI SpecialistDr. Favio Freyre combines his expertise in medicine with advanced data analytics to drive RAI’s innovative approaches to health equity. With a focus on using data to improve patient outcomes, Dr. Freyre has been instrumental in developing RAI’s AI-driven community data generation initiatives.
His work helps organizations make data-informed decisions that lead to better healthcare delivery and increased access to services for underserved populations. Dr. Freyre is passionate about using technology to create solutions that address healthcare disparities, ensuring that communities receive the care they need.

Sharon Hibay, RN, DNP
Clinical Quality LeaderDr. Sharon Hibay has over 25 years of experience in healthcare, focusing on clinical quality measures and performance accountability. A breast cancer survivor, Sharon brings both professional expertise and personal insight to her work at RAI.
Her leadership in developing healthcare performance measures has improved care delivery across multiple sectors, from primary care to public health. At RAI, Sharon’s focus on clinical quality ensures that projects meet the highest standards, equipping healthcare providers to deliver exceptional care to their communities.

War Talley
Northeast/Caribbean AIDS Education and Training Center (AETC)War Talley is a member of the Northeast/Caribbean AIDS Education and Training Center (AETC) as well as an adjunct professor in the department of public health at Montclair State University, where he received his Master of Public Health with a concentration in health systems administration and policy. War has more than 10 years of personal and professional experience in the HIV field, spanning from grassroots organizations to local government and academia. He is an active member of multiple HIV health services planning bodies and possesses expertise in HIV prevention and treatment, LGBTQ health services, trauma informed care, and evidence-based behavioral interventions. War's work has focused on increasing health equity and improving the quality of life of persons with and affected by HIV–especially gay and bisexual men and transgender women of color.

Lea Dooley, PhD
Health Systems Strengthening SpecialistLea Dooley specializes in strengthening public health systems, ensuring that they can effectively support the communities they serve. With over two decades of experience, Lea’s work has focused on analyzing and improving public health safety nets and federal health programs.
At RAI, she leads initiatives that bring together diverse organizations to tackle complex health challenges, from grant-funded programs to strategic planning. Lea’s in-depth knowledge of public health infrastructure enables RAI to develop projects that are both effective and sustainable, improving the health of communities nationwide.
