Nathalie Abejero
VP of Operations
A background in health systems strengthening and quality improvement in Southeast Asia informs Nathalie’s administrative and operational management work. She aligns teams and resources by coordinating support structures that enable community‑centered outcomes.

Kelly Briggs-Hayler
Director of Programs
Kelly has a background as a Project Director and Creative Designer at a Futurist consultancy firm, working with the Fortune 500, and over 14 years in the finance industry as an Office Manager, Operations & Accounting Coordinator, and Executive Assistant,
Kelly brings a 20+ year background in volunteer work within the HIV/AIDS community with organizations such as The Center and Our House Portland.

Kellie Ann Norcott
Director of Compliance and Legal
Kellie has 27 years of experience working with Compliance and Policy issues for county, state, and federal-level government, as well as major metropolitan hospital districts. Kellie has worked in grant administration and compliance, and is skilled in all aspects of for-profit and non-profit compliance and risk management.

Dr. Lea Dooley is an accomplished healthcare executive with over two decades of experience designing and leading strategic initiatives at the intersection of public health, health equity, and system innovation.

Leslie Compton, MST
VP of Finance
Leslie D. Compton is a seasoned tax professional with over 18 years of experience in tax
planning, compliance, and financial advisory services. Leslie an Enrolled Agent with IRS, Leslie specializes in helping
individuals, small businesses, and nonprofit organizations navigate complex tax
regulations and situations while maximizing deductions and ensuring IRS compliance.

War Talley, MPH, HIVPNC
Director of My Voice Our Stories
War Talley is an educator and facilitator with over 10 years of experience in project development, spanning from grassroots organizations to local government and academia. His work has focused on increasing health equity and social justice by strengthening clinicians’ knowledge on HIV prevention strategies and supporting the adoption of trauma-informed care approaches.

Katrina Balovlenkov, LCSW
Community Engagement Leader
Katrina Balovlenkov, a licensed clinical social worker, is dedicated to amplifying the voices of those most affected by health disparities. Her extensive background in harm reduction and social work has equipped her to lead RAI’s community engagement efforts.

Favio Freyre, MD
VP of Research and Data
Dr. Favio Freyre combines his expertise in medicine with advanced data analytics to drive RAI’s innovative approaches to health equity. With a focus on using data to improve patient outcomes, Dr. Freyre has been instrumental in developing RAI’s AI-driven community data generation initiatives.

Project Manager/Research Coordinator
Javoszia Sterling‑Lewis is a public health consultant and systems strategist specializing in project management, equitable program design, clinic transformation, and data‑driven quality improvement. She brings more than a decade of experience leading county, state, federal, and community‑based initiatives that strengthen patient experience, operational efficiency, and health outcomes.

Dr. Moore has 25 years of experience working in healthcare as a clinical innovator, evaluator, and administrator of new programs. Working across non-profit agencies and for-profit corporations, Dr. Moore applies a modern business approach to social problems, especially the lack of access to high-quality clinical care.

Dr. Sharon Hibay has over 25 years of experience in healthcare, focusing on clinical quality measures and performance accountability. A breast cancer survivor, Sharon brings both professional expertise and personal insight to her work at RAI.
