Dr. Moore has 25 years working in healthcare as clinical innovator, evaluator, and administrator of new programs. Working across non-profit agencies and for-profit corporations, Dr. Moore applies a modern business approach to social problems, especially lack of access to high-quality clinical care.
Dr. Moore’s book “Integrative Medicine for Underserved Populations: A Clinical Guide to Working with Chronic and Comorbid Medical Disease, Mental Illness, and Addiction” is an industry leader. His qualitative research and program evaluations include topics as diverse as medications for schizophrenia, HIV care delivery, opioid addiction treatment, and remote medical monitoring.
Katrina Balovlenkov, LCSW
Community Engagement LeaderKatrina Balovlenkov, a licensed clinical social worker, is dedicated to amplifying the voices of those most affected by health disparities. Her extensive background in harm reduction and social work has equipped her to lead RAI’s community engagement efforts.
Katrina has played a pivotal role in developing needs assessments and community-driven projects, ensuring that those most impacted are at the center of policy-making discussions. Her leadership at RAI helps bridge the gap between healthcare providers and the communities they serve, fostering trust and collaboration for lasting impact.
Lea Dooley, DHA, MPH
Director of Public/Private PartnershipsDr. Lea Dooley, DHA, MPH is an accomplished healthcare executive with over two decades of experience designing and leading strategic initiatives at the intersection of public health, health equity, and system innovation. She is known for aligning financial strategy, clinical innovation, and community engagement to build sustainable, high-impact programs that improve population health outcomes.
Dr. Dooley has led cross-sector public health efforts in both the U.S. and internationally, including HIV integration, youth-focused care models, and large-scale grant-funded initiatives. Her expertise spans federal and philanthropic funding, matrixed team leadership, and navigating complex regulatory environments. A cancer survivor, she brings lived experience to her work—bridging the clinical and personal realities of healthcare—with a deep commitment to community-driven solutions, measurable outcomes, and lasting systems change.
Favio Freyre, MD
VP of Research and DataDr. Favio Freyre combines his expertise in medicine with advanced data analytics to drive RAI’s innovative approaches to health equity. With a focus on using data to improve patient outcomes, Dr. Freyre has been instrumental in developing RAI’s AI-driven community data generation initiatives.
His work helps organizations make data-informed decisions that lead to better healthcare delivery and increased access to services for underserved populations. Dr. Freyre is passionate about using technology to create solutions that address healthcare disparities, ensuring that communities receive the care they need.
Michael Hager, MPH, MA
Founder & CEOWith over 20 years of experience in public health and quality improvement, Michael Hager is the driving force behind Ready Aim Innovate. His career has spanned from working with community organizations to leading national healthcare initiatives.
Michael’s passion lie in improving the health and well-being of communities by connecting diverse groups to solve complex challenges. His leadership has been central to launching numerous successful programs, including the HIV Care Continuum Collaborative, which improved health outcomes for people with HIV.
Sharon Hibay, RN, DNP
Clinical Quality LeaderDr. Sharon Hibay has over 25 years of experience in healthcare, focusing on clinical quality measures and performance accountability. A breast cancer survivor, Sharon brings both professional expertise and personal insight to her work at RAI.
Her leadership in developing healthcare performance measures has improved care delivery across multiple sectors, from primary care to public health. At RAI, Sharon’s focus on clinical quality ensures that projects meet the highest standards, equipping healthcare providers to deliver exceptional care to their communities.
War Talley, MPH, HIVPNC
Director of My Voice Our StoriesWar Talley is an educator and facilitator with over 10 years of experience in project development, spanning from grassroots organizations to local government and academia. His work has focused on increasing health equity and social justice by strengthening clinicians’ knowledge on HIV prevention strategies and supporting the adoption of trauma-informed care approaches.
War brings to Ready, Aim, Innovate, his passion for storytelling and expertise in public health education. At RAI, War provides leadership support on storytelling initiatives and collaborates with teams across projects to identify new opportunities to engage in meaningful dialogue that effect change.
